Borno State Governor, Babagana Zulum, has officially signed the revised 2025 appropriation bill into law, which now totals N615.86 billion. The budget, passed by the State House of Assembly, saw an increase of N31.1 billion from the initial proposal.
On December 9, 2024, the Governor had presented the original budget of N584.76 billion, which was tagged the ‘Budget of Recovery and Continuity.’ The budget was designed to build on the state’s developmental achievements.
The revised appropriation bill was presented to Governor Zulum by the Speaker of the Borno State House of Assembly, Rt. Hon. Abdulkarim Lawan, during a ceremony at the council chamber of the Government House in Maiduguri on Monday.
Addressing the gathering, which included principal officers of the House and members of the state executive council, Governor Zulum urged heads of Ministries, Departments, and Agencies (MDAs) to strictly adhere to the provisions of the budget when submitting their memos for approval. He also praised the leadership and members of the Borno State House of Assembly for approving the budget promptly.
Governor Zulum expressed his gratitude to the House, acknowledging that the developmental progress the state has made would not have been possible without the full cooperation and support from the legislature. He emphasized that this year is particularly significant for him, as he aims to fulfill all the promises made during the 2023 electioneering campaigns.
Earlier, the Speaker of the Borno State House of Assembly, Rt. Hon. Abdulkarim Lawan, commended Governor Zulum for the impactful projects executed across the state over the past six years. He explained that the upward revision of the budget was necessary to address critical areas that significantly impact the lives of the people.
In another development, Governor Zulum held his first Executive Council meeting, where he praised the Deputy Governor, Umar Kadafur, Secretary to the State Government, Dr. Bukar Tijjani, heads of MDAs, and the media for their professionalism and support in improving the standard of living for the people of Borno.
Additionally, Governor Zulum announced the appointment of Dr. Mustapha Mallumbe, the Commissioner for Budget and Economic Planning, as his new Deputy Chief of Staff. This appointment follows the vacancy created by the illness of the Chief of Staff, Professor Hussaini Marte, who is currently recovering.
“We have to commend the leadership of the House of Assembly, we also have to commend the maturity of the House led by our able Speaker, Rt. Hon. Abdulkarim Lawan.
” This is very important because all the developmental strides achieved could not have been possible without the full support and cooperation government received from the legislature.
“This year is very important for me, because, I want to complete all the promises I made during 2023 electioneering campaigns”. Zulum said.
