Mohammed Bello El-Rufai, representing Kaduna North in the House of Representatives, has called for fiscal prudence in the 2025 Appropriation Bill.
In a statement on his X handle on Friday, he urged Ministries, Departments, and Agencies to cease annual allocations for items like new vehicles, furniture, and office equipment, emphasizing that these should last for years if properly managed.
El-Rufai’s remarks come as the National Assembly deliberates on President Bola Tinubu’s proposed N49.7 trillion budget for 2025, which recently passed its second reading in both legislative chambers.
The proposed budget includes:
– Statutory transfers: N4.4 trillion
– Debt servicing: N16.3 trillion
– Recurrent (non-debt) expenditure: N14.1 trillion
– Capital expenditure: N14.8 trillion
The budget also projects a deficit of N13.08 trillion, equivalent to 3.89% of GDP.
El-Rufai emphasized the need for public officials across all government branches to lead by example during challenging times, stating, “We should be at the front of line of making the necessary sacrifices, not the citizens.”
He also praised President Tinubu’s budget presentation and expressed gratitude to the Speaker and his colleagues for their collaborative efforts.
He wrote, “My humbled contribution to the 2025 Appropriation Bill. The bill was deliberated upon at great length in a day that turned out to be very long.
“In summary, there are certain budget line items that Ministries and MDA’s should not be earmarking anymore. These include the new vehicles, furniture, stationeries and other equipments like computers and printers on an annual basis among others. These could last for years if managed well.
“As we continue to enact reforms that will shape Nigeria’s sustainable development, it is imperative for public officials in the executive, legislative and judicial branches of government to keep in mind that these are dire times for our people.

The 2025 Appropriation Bill is currently under review by the National Assembly, with lawmakers debating its provisions and implications for Nigeria’s economic future.
